This guide provides some useful considerations for communities in developing language when booking large blocks of rooms from hotels, including extended-stay facilities. In general, when municipal governments or private companies book large blocks of rooms, they are not expected to carry any specific insurance for those rooms; such liability remains on the hotel, and incorporated in the price of the lease. A municipality renting rooms for guests who happen to be currently homeless should not require any special indemnification on the part of the municipality. However, if it facilitates the rapid placement of people experiencing homelessness into individual housing units, as recommended by the Centers for Disease Control, some blanket indemnification may be useful.
