DATE PRODUCED: April 10, 2020

THE QUESTIONS IT ANSWERS:

  • What programs and program requirements does the April 10 regulatory waiver cover?
  • How do I use these waivers?

SHORT DESCRIPTION: On April 10, HUD’s Office of Public and Indian Housing (PIH) issued a large number of waivers for the Public Housing (PH), Housing Choice Voucher (HCV), Indian Housing Block Grant (IHBG), and Indian Community Development Block Grant (ICDBG) programs. The purpose of the waivers is to assist PHAs and Tribal housing providers in continuing to provide critical housing services to their local communities during COVID-19.

This memo also provides information on additional actions HUD is taking, including the temporary suspension of the Public Housing Assessment System (PHAS) and the Section Eight Management Assessment Program (SEMAP).

QUALIFICATIONS: Please note that this set of waivers is different from the  COC/ESG/HOPWA regulatory waivers HUD issued on March 31. For introductory guidance on that document, please click here.
